I have also tried reinstalling Morrowind and MGXE multiple times.

This includes the Treasure Hunter passive not functioning, issues with repair kits and canceling research, the Infallible Mage item set being stronger than intended, various UI display issues, and more.
ELDER SCROLLS MORROWIND PATCH 1.6 UPDATE
Also messed with the DEP for all programs involved and no results. The Elder Scrolls Online v3.1.6 is an incremental patch that fixes several issues that occurred after we published Update 15. I've used code patch, exe optimizer, and 4gb patch. I've tried compatibility mode, enabling and disabling the script extender, updating my graphics driver, installing DX9, running everything as administrator, I also can't generate distant land, but that's irrelevant if I can't get the program to work whatsoever. You need to start with a completely clean exe. These include Exe Optimizer, 4gb patch, various nocd patches (that don't usually work anyway). 2) You cannot have run any other modifying app against the exe first. That means either a GOTY edition, or a Bloodmoon patched up (link above). I've been browsing forums for hours and can't figure it out. 1) You have to start with a fully patched Morrowind.exe. Make sure your Morrowind is patched with the last Bloodmoon patch (v.1.). Backing up Morrowind.exe to There is no compatible patch for your version of Morrowind.exe.
ELDER SCROLLS MORROWIND PATCH 1.6 INSTALL
I tried started up the game and clicked on Data Files (before hitting Play) but couldn't see any of. The problem is that the Morrowind Code Patch failes every time I wanna install the patches, saying this: analyzing Morrowind.exe. I dragged these files directly under Morrowind Data Files PC > (D:) > Steam > steamapps > common > Morrowind > Data Files I started up my current save file and didn't see any of the mods working. Disabled it works fine, and the resolution stays as selected in the program, but without fail it crashes to desktop immediately on loading "Morrowind.esm" if it is enabled. I manually downloaded the mods that I wanted from Nexus, like the Fair Magicka Regen and Code patch. Now I cannot start the game whatsoever with MGE XE enabled in game. After some mucking around with my data files and mods I opted for a fresh reinstall of everything. So unfortunately, to install MCP right, youre going to have to uninstall and reinstall the game and then install MCP before you add anything else. Installed Morrowind along with MGE XE earlier this week and ran it along with distant land with no issues. AFAIK Morrowind Code Patch has to basically be the first thing you install, anything else that modifies the main morrowind.exe file has to be installed after MCP.
